Raw creation like that would still be calculated by the destructive force of the tsunami- this means GPE usually, or E=mc^2 if there's explicit mention of mass-energy conversion. That said, for a tsunami, you'd probably still do the KE of the wave itself, I imagine that outscales the GPE and we very rarely award mass-energy validity.
