if the argument boils down to "No probability manipulation so GG" like it is here, they aren't losing to even the tiersetter.

Now with sane arguments they probably would because NLFs would be out the window, but that's not what's happening in this match.

Sure! There are a lot of examples to go through but I'll go with my favourite one. Dunban. He is defined by his skill which is what sets him apart from the cast (until the late games where other characters like Shulk for example catch up to him). He was the most skilled person in his group (this is represented in game with Dunban being a dodge tank so people have a very hard time even hitting him), he was capable of defeating the entire mechon army on Sword Valley all the while being actively scarred from using The Monado. His skill is most notable when The Monado tries to possess him like it did others before, he is capable of resisting the possession through his sheer skill. Characters in Xeno also compete with entities that have millions of years of combat experience such as Zanza.

Here's how I roll with this sort of thing: cores related to the character are standard, others can be used optionally
Cool, keyword though is I. You essentially saying telling us to ignore huge parts of Hugo's arsenal because you do things differently. We know the characters in Xeno canonically use these tools.
How many millions have they soloed at the same time without getting hit? And you're required to show that these millions could actually harm them and keep up with them to make it legitimately impressive.
Okay? Were any of them like Xeno characters like Hugo here? Did any of them have anything that Hugo has that play into why Strife would actually be able to dodge things?
I'm waiting for that proof that Hugo can hit a guy 10 meters away with blitz dodges and instinctive action still. Otherwise, your argument is just one big no-limits fallacy, and, such a no-limits fallacy...
"Provide me proof this hax can do what it says it can on the profile while I can assume my character can just bypass it without doing the same". You're going to need proof first to say it can ignore stuff like Probability Manipulation. To say it can without anything supporting it is the actual no-limits fallacy here.
So, how does Tatsumaki win against someone with 240% chance to dodge?(from your arguments) Her TK can't hit certainly, nor can anything else she does, because she doesn't have anything against Probability Manipulation. If you want to say it means they'll dodge everything from hitscan to landing hits on a guy hand-crafted to dodge hits, maybe wonder why Tatsu can win here. Because they must lose with a 51% success rate.
Honestly I don't even know how any Xeno character got accepted into this tournament. I was just called here to debate since I'm a Xeno Supporter. I don't really think of the Xeno characters really lose to Tatsu given they massively outhax her.
In other words: No, there is no in-story thing for Hugo to have the best stuff equipped. You're just assuming. What you run does not matter, what matters is what's ran in-story.
That's the thing, it isn't elaborated on in-story. Just that they're using them the reason for this is to allow for players to have their own loadouts without contradicting what the characters have in-story.

Though I disagree with what's argued here, main arguments make this also a stomp for Hugo
 
ugh I'd have to go through XC2 again to make a real argument but I'm like 90% sure that's not how evade works... Hugo should be fine in the tournament

I'm also fairly certain it ain't how it works, since most evasion chance stuff isn't actually what it is on the tin
