History's Craziest Hero vs Dragon Level Executive: Deku vs Gouketsu (7-0-0)

Izuku's AP/Dura = 550 Gigatons and can increase his power with Fa Jin. Up to 2750 Gigatons at most.
Gouketsu's AP/Dura = 866 Gigatons
Gouketsu has superior AP/Dura for most of the time, but Izuku can surpass that with Fa Jin attacks if he builds it up enough. Gouketsu also has inferior Lifting Strength at Class G versus Izuku's Class T, meaning if he gets restrained with Blackwhip he can't do much to escape.
In terms of raw close combat skill, I see Gouketsu holding an edge in this area, but I don't really know by how much. Izuku is smarter overall and is capable of predicting his opponents move in a short amount of time, even against those that are faster than him.
While I can see Gouketsu having an advantage at first in close combat, Izuku will quickly adapt to his style of fighting and eventually get him with Blackwhip. At that point he'll be capable of restraining and tossing him around due to their massive LS difference.
I'm voting for Izuku via higher Lifting Strength, analytical prediction/Danger Sense, superior mobility with Float/Air Force, superior pain tolerance, and the ability to surpass Gouketsu's AP/Dura greatly with a fully charged Fa Jin. which will deal major damage as it's around 3x stronger than him.
Smokescreen can actually be useful as well, since Gouketsu has nothing to see through it and he'd need to waste time blowing the smoke away.

Pretty simple win for the green lad. Dodge with danger sense, grab with Blackwhip, amp with Fa Jin, repeat until knocked out.
