If character A is scaled based one shotting an in verse character, and they are placed against character B who scales to a similar value or a few numbers less than that? Does that mean character A one shot character B despite the 7x rule’s existence?
 
The 7.5x rule itself is undergoing some change as of late.

Yes why not?

I believe the 7x rule is only applicable to VS Threads and not within the context of in-verse fights. One-shots are so inconsistent in fiction that instances of Character A one-shotting Character B wouldn't inherently scale A 7x above B.
 
The 7.5x multiplier only applies in versus matches, not in verse one-shots. As in-verse one-shots are quite inconsistent
