    Yeah I assumed so, it's just blitzing him doesn't really mean anything- Blueno never actually used observation haki throughout any of his appearances. At best, it would only be assumed he had rudimentary usage it. It wouldn't have really helped him getting blitzed.

    jokes aside, Lucci is willing to use his LS to Restrain opponents with his tail, allowing him to follow up with subsequent attacks. So him having greater LS is somewhat of a factor here, even if it’s not his main strategy, generally.
