    "across the whole world" is not even remotely close to "across an infinite multiverse" He'd need to be affecting multiple timelines simultaneously with his power to be able to undo that kind of dimensional travel. Since Strange would be exiting his timeline and entering another one.

    According to Zab, it is unlikely to be a factor in this match. Probably because Dr. Strange can just escape it if he wanted to. His dimensional travel has range that is beyond what Al's loops can affect. So he would never end up trapped in a time loop.

    He did not create the world of eternal rest. It is a part of the cosmology that existed before he even became the Shadow Monarch. He just rules over it with his powers. And his ability to create things within that dimension is explicitly limited to that dimension. It's pocket reality manipulation.
