    I can somewhat agree with not all summons scaling to tier 1, Madama and Gomorrah at the least should be tier 1. (You can argue base form Gomorrah, but it’s sin form is undeniably tier 1 due to fighting Singularity Chaos.) The other summons can scale to some version of tier 2 in my opinion...
