    So referring back to the first scan,

    The way I see it, although the mechanics are described as chaotic, the primary function of the ability seems to be sorting through laws. The word "chaotically" in the first scan reads more like a colorful adverb meant to exaggerate the overwhelming number of laws being processed, rather than suggesting that the laws themselves are chaotic or that the process of sorting through them is fundamentally chaotic in a P&A context. More generously, I don’t think the first scan is enough to make a solid rating by itself.

    Sorting and combining laws is, by nature, an act of manipulating them. There’s a stronger argument for Law manipulation over Chaos manipulation by itself here, I think. If it's of any value, Chaos Manipulation is already a possible use under the Law Manipulation page. But personally, I view Law Manipulation as the overarching function here, if not the absolute one.

    Yes. The new Chaos Manipulation page defines this as Primordial Chaos; under Entropy Manipulation.

    For context the verse explicitly says the energy is without shape or form and that the universe was one.
