Why are Anu and the Amaranth Tier 0?

They seem to be only one layer above Padomay... There is no explanation justifying their Tier, both on the forum and on the Wiki...
 
Oblivion (High 1-B) -> Aurbis (Low 1-A) -> Pre-Lorkhan Et'ada (High 1-A) -> Sithis / Anu-El (High 1-A) -> Anu / Padomay -> AMARANTH (Tier 0)

With the scale being
  • Oblivion -> infinite dimensional
  • Aurbis -> Sum totality of existence
  • Pre-Lorkhan -> Limitless and beyond everything
  • Anu-El / Sithis -> Half and Half of the Wheel or something
  • And/ Padomay -> The fundamental forces predating everything
  • God head -> Dreams of everything below it and exists in a state fundamentally beyond the lower realms since you're going beyond the Dream to become the Dreamer
There's more to it and I'm probably wrong somewhere but that's the summary. It's about unreachable Cardnials and transinfinite gaps.

But it is said nowhere that the difference between the Amaranth / Anu (Godhead) and Padomay is, for example, the same difference between Padomay and the worlds below the Wheels of the Aurbis... From what we know the Godhead is just beyond CHIM, there is no confirmation that the Godhead can dream of a finite number of layers beyond CHIM, let alone an infinity of layers.
 
But it is said nowhere that the difference between the Amaranth / Anu (Godhead) and Padomay is, for example, the same difference between Padomay and the worlds below the Wheels of the Aurbis... Well you don't need to have a hard statement of infinity. To quote the page
Characters or objects that can affect structures that are larger than what the logical framework defining 1-A and below can allow, and as such exceed any possible number of levels contained in the previous tiers, including an infinite or uncountably infinite number. Practically speaking, this would be something completely unreachable to any 1-A hierarchies.
Characters or objects that can affect structures which completely exceed the logical foundations of High 1-A, much like it exceeds the ones defining 1-A and below, meaning that all possible levels of High 1-A are exceeded, even an infinite or uncountably amount of such levels.
As long as you can prove that the character transcends the logical limitations you can get that higher tier. Anu-El/Sithis/Anu/Padomay transcend the logical framework of the lower reality and of the Et'ada and the Godhead is beyond the logical framework of the lower realms.
