9-B with 8-A durability vs 9-B with High 4-C durability

Today, Burger Beard and Bluto will be fighting each other, why you may ask? Well, both are bearded 9-Bs with magic, impressive durability and a degree of overconfidence, so I thought it was a pretty good idea

Both are fully equipped

Both in-character

I will leave speed unequal, unless it becomes a problem

Fight is on Bikini Bottom's surface (the one that's always seen in the theme song)

Yeah, while Bluto has good wincons, I doubt Burgerbeard is going to let most of those attacks reach him. He's shown to be extremely agile and the magic book deals the deal nicely.
 
Yeah but how often does he do that in character? Burger Beard did Plot Manipulation from the start and IIRC, the first attack he did was BFR in the movie.
 
As for who would win this match, that's tricky. Bluto is easily stronger and has far more experience, but BB is smarter and has more equipment and range. Neither could kill the other with their blows, but Bluto could hold BB's head underwater until he drowned, choke him to death, hypnotize him, or turn him into an animal. BB's only win condition would be through the book, as his canons, ship, and butter gun would only annoy/slow Bluto down rather than stopping him outright. Knocking him into the ocean won't work either since Bluto can swim and doesn't need air to survive. Bluto is fast enough to physically blitz BB, and he could destroy the Burgermobile, considering he did this to a bridge that was still under construction. The thing is, neither of them would know the extent of each other's abilities. BB would likely try attacking Bluto with his ship first. That all being said, I give it to Bluto. He is stronger, faster, has more experience, and has more wincons. BB also had trouble using the book while battling SB and his friends, and while Bluto is not as tough as they are, his magic, speed, toonforce, and durability, coupled with the lack of space the island allows for the Burgermobile to use to run away from Bluto, should allow for him to get past the canons fast enough to destroy the ship and defeat BB before he can use the book.
 
Stupid wiki deleted first half of my comment. Anyway, Bluto used both hypnosis and magic together in two cartoons: Once here, and once here. He also once used hypnosis without magic here, and magic without hypnosis in "Fistic "Mystic". Bluto used transmutation to turn Popeye into a parrot in the later episode, and he also turned Popeye's head into a donkey head in the same cartoon. He did the same thing as "Bluto the magical hypnotist". All in all, he used these powers in about 4 different cartoons. They weren't one time used abilities, but they are not something he does usually. In-character, he will likely only resort to them if the opponent gives him too much trouble otherwise. Aside from transmutation, he can also use his magic to move people and objects like telekinesis, re-arranging bricks to form a blockade, and forcing Olive Oyl's body to move toward him when she tried to run away. He can also use his magic as a variation of his hypnosis, shooting short range energy that hypnotizes a person.
 
Even without prior knowledge of either (I haven't watched Popeye in ages, plus I never watched the 2nd Spongebob movie), Frieza Force Soldier summed up how Bluto would win nicely. Gonna go for Bluto.
