Boba has flight.... that's his only advantage aside from intelligence. Speed is equal so it doesn't matter much. Bulbasaur can dodge the laser blasts until Boba has to come in close, then he can vine whip Boba and hold him in place then go for status inducement via posionpowder or sleepowder or go for solar beam. Plus Bulbasaur has a much wider move pull. I'm actually going with Bulbasaur. It won't be easy since BF is clever but I think he has enough to win albeit with difficulty

Weapons are ok, but Bulba can tank some shots and have better abilities (sleep, poison, regen, do damage and regen at the same time, etc)
