Was he actually killed by the wind, though? According to the Dark Materials wiki, he actually died after being harassed by cliff-ghasts.

How big is The Authority? Because if he's as big as an average human, then he could win by virtue of size.

Definitely the cat. They're strong enough to cut adult humans, as said in the profile, and some can even spread disease (not to say necessarily that the authority would survive as long in this fight as to be affected by a disease, or that he would be able to survive the stike that would have spread the disease to him). These abilities plus the fact that most cats can survive in nature for at least some time even if they are domestic puts the cat in a much better position than The Authority.

The Autority : Can be Killed by the wind

A Cat : Can breathe the wind

the cat jumps on authority, begins to attack it, the authorithy falls to the ground and dies. the cat lies on the side of the dead body of authority, begins to lick its paws and then descends in peace as if nothing had happened.
