Its all together. The standing of a being dosnt mean much if its cosmology is limited compared to another verse. Based on the cosmology you can get the "AP" of a being, at least for verses with a hierachical system.

That said tho, this match is absolute heresy. Comparing Tier 0's is pointless and impossible. And even if you HAVE to compare them, Umineko is currently under revision and the people knowledgeable on them are busy.
