So when X784 Natsu uses Dragon Force against Zero in chapter 159, he says it's a 2 to 3 times multiplier over his base (and he doesn't say "at least 2-3 times", just that he feels like he is 2 or 3 times stronger than his base, so 3x is just the highest possible multiplier value).
And we know that X784 LFDM Natsu is comparable to X784 DF Natsu as it was stated in the story.
Now, to be safe, we should lowball and assume a 3x multiplier for X784 LFDM/DF Natsu, which should be fine since unlike DF multipliers in X791 and beyond, it isn't "at least" a certain number for the multiplier, it's just between 2 and 3 times.
Now there's 2 calc levels to possibly backscale Natsu from.
1. Makarov's calc, which is 27.265 megatons. This is the lower of the 2 calcs we can use, since LFDM Natsu overpowered Base Hades who stomped Makarov, so LFDM Natsu naturally upscales well above this calc, as does DF Natsu FRA. Dividing the calc's results by 3 gets a power level of 9,088,460.72 tons of TNT (which is City Level, or 7-B).
2. Silver's calc, which is roughly 30.9087 megatons, which scales to Base Hades since he was equal to Hades Form Franmalth who compares to Silver, and since LFDM Natsu whooped Base Hades both LFDM and DF Natsu should scale to this, and 1/3 of this (which is what Base Natsu would be) is 10,302,899.1 tons of TNT (which is also City Level and 7-B).
Despite the 2nd one being higher...I think we should do with the first calc of 27.3 megatons for scaling. Yes you read that right.
Why?
Simple, if I were to use Silver's calc for scaling, it'd unfortunately create a rather sizable and problematic scaling loop.
Let me explain.
Base X784 Natsu was smacked around by X791 Max, who should be below Millianna (whose MPF score of 365 was considered "very high" and at least powerful enough to be a squad leader, so she should be notably stronger than X791 fodder like Max).
As we know, Millianna got a 365 MPF score, so 365 MPF >= Base X784 Natsu.
If we used Silver's calc and used the above backscaling to divide by 3, then 365 MPF would be 10.3 megatons while Orga's score of 3825 (which all the main people including Silver-tier people scale to) would be 107.969 megatons.
But then comes the problem that Silver would scale to this, so then Base Hades would scale as well, and thus so would X784 LFDM Natsu, therefore creating a nasty looping scaling cycle since now Base Hades would scale to 107 megatons, making it not logical to scale him to the 30.91 megaton calc.
BUT, if we scale LFDM Natsu to 1/3 of Makarov's calc, we can avoid this scaling crisis, even at the cost of a slightly lower calc to scale from.
So using Makarov's calc and backscaling Base X784 Natsu to 1/3 of it via the stated multiplier of 3x, we get a Base X784 Natsu with a power level of 9,088,460.72 tons of TNT.
As already stated, Base X784 Natsu < X791 Max << Millianna = 365 MPF
Orga (who Base X791 Natsu and everyone on his level scale to) got 3825 MPF, so a power level ofOVER 9000 95,242,088.4 tons of TNT (just short of Baseline 7-A. OOF).
However, since Jura got an 8544 on the meter, he should scale to 212,744,681 tons of TNT (or 7-A), and of course Laxus and everyone on their level scales, especially the Dragons.
Those like BFDM Natsu, Initial ISDM Gajeel, and DF Wendy would be about 190.48 megatons (as would Alvarez soldiers), which is also 7-A.
Also, one last possible scaling is (in case the MPF scaling isn't used for some reason), then we can just scale X791 Base Natsu to upscale from 8 times the level of X784 Base Natsu, since Base X791 Natsu >= 8 times Base Sting/Rogue >> X791 Max >> Base Natsu, putting X791 Base Natsu at about 72.7 megatons (Or 7-B+). Laxus and Jura would probably upscale since it'd be just a 1.375x multiplier and they one-shot Orga.
