The Wile E. Coyote blog came out a while ago and I feel like it did a spectacular job to explain the true scope of the cosmology of Looney Tunes, as well as showing why Wile E. Coyote gets pretty reasonable scaling to the rest of the cast, I'd recommend checking it out here
But TL;DR, Wile E. Coyote is consistently depicted as on par with Bugs in physicality and likely faster than him, and getting scaling to Bugs basically connects him with the rest of the cast. Bugs has contended with Marvin, Daffy, Taz, Elmer, Yosemite Sam... and then the web of connections keeps going. Consistently, every Looney Tunes character is about on the same level with some characters being a bit higher.
There's no real reason Wile E. Coyote shouldn't be at Bugs's level.
