Why isn't Bleach considered Universal?

I don't get this, being the fact in Can't Fear Your Own World, it was stated that the soul king is "the linchpin of the world, the cornerstone that controls the universal flow of konpaku."
So wouldn't every candidate to be the soul king be able to at least have this ability to?
 
Having the ability to become The Soul King doesn't mean you are Universal. Yhwach would be considered a candidate, but that doesn't mean he was Universal he only became such after he turned into The Soul King.

which still confuses me because wouldn't that mean yhwach is universa?
and also, the whole purpose of being a soul king candidate is for the fact you can always replace the soul king when needed, which allows you to be the linchpin of the world, so hikone being a soul king candidate shows that they have the power to be the new linchpin of the universal flow of konpaku.

Strength does not relate to being a Soul King candidate, it just so happens everyone who is a candidate is rather strong. For example, Ginjo was a candidate for becoming Soul King, does that mean Ginjo is Universal? Most likely not. At the moment the only solid requirement of becoming a Soul King Candidate is being a Hybrid.

The power to be Universal just comes with the position.

but then we're saying hikone here, if hikone has the power to be a soul king candidate and have free will if he's the soul king, wouldn't that mean he has the power to be universal, like how yhwach fused with the soul king and was going to combine all three worlds, so if hikone replaces the soul king and is said to be able to have free will, wouldn't that make him universal?

No, it means you have the ability to become the Soul King and obtain the ability to become the linchpin. Yhwach is Universal because he actually became the Soul King. You don't get a Tier on what-if situations that never occur on in the cannon. A person can be a candidate to become Soul King but the Title and becoming the linchpin is what raises their power up to the Level necessary to carry out their duty.

The Soul King isn't just some kind of position you can swap in and out because you already have the ability to do something. It's the position that gives you the ability to do sed something while the candidate thing just means you have the potential to fill sed position. It has nothing to do with how strong you are or if you're already Universal.

The problem is that I don't think it's universal. low Multiversal bleach characters especially aizen yhwach Ichigo but discussing this on this wiki is a complete headache. Members opinion is not important.

The rulers say that no one other than reio will make such a feat, and no one but reio does not scale with the creation and destruction of universes.

Short story is a few members here made head cannon theories on the cosmology. Despite these theories being contradicted by the narrative. Many arguments on this wiki boil down to the personal opinion of the mods not who had better arguments unfortunately

It does actually the novels imply many times it's based on power level. When ginjo fired a getsuga at tokinada he clearly says you have enough power to be soul king
