Why does the Axolotl appears in Vs matches?

The Axolotl has never shown to battle at all (and was shown only one time where he don't battle at all ) so how can we assume what he'll do when he fights?

It's very similar to the reason why characters like Emperor-Beyond-The-Sea don't appear in vs matches, it's because they never fight and thus we can't know what they'll do in combat situations. Also, a lot of his descriptions are pretty vauge, even his stats since all we know is that he should be superior to Bill.

It's like Rule 34. If it exists, people will make it fight.
I mean, you're not wrong, but there are some charactets that the wiki kind of banned from fightning (Patchy, Barney and possibly Gumball if the bullshit around him continues) and I think that the Axolotl should get the same treatment

Well, not banned as outright banned, but I mean that by the sense that the staff advises to not make fights with said character since they haven't shown anything combat applicable

The vast majority of Tier 1 has never been shown to fight within their settings. Same can be said for several deity-type and mysterious characters that are mostly in the background of their stories. We don't use them in fights because most of the time it's either impossible to get fair matches or the characters are too vague to have their true capabilities discerned.

We don't ban them because of this though, we ban characters either because they're undergoing revisions or are too controversial. This isn't either of those two situation and would just be unneccesary work for absolutely nothing.

Yes, but generally they have much more appearances than a literal one page appearance that barely even mentions him. We barely have any information whatsoever on the Axolotl, so how can we expect him to appear in fights?

Even Tier 1 Superme beings mostly have more information and abilities regarding them. The Axolotl case is very similar to the Emperor-Beyond-The-Sea csse. You don't see him in fights for a reason

We have a character that gets his ratings from one sentence. The Mythos is filled with characters that only appear once or twice (The Great Old Ones get their ratings from one paragraph and Shub-Niggurath never made an appearance in all of canon). W.D. Gaster never made a direct appearance in Undertale either. He's far from the worst one of the bunch and compared to these characters, is actually well elaborated.

Is Goku vs Superman still banned?

Matches for characters with little to no information tend not to go anywhere, which seems to be the case for Axolotl. Matches like that aren't banned, just advised against, as there's not much to debate.

The Great Old ones barely appear in fights anyway. Tier 0 are kind of banned from fights anyways as well). Axolotl is Low 2-C, a tier with a lot of fights in it. Also, even if a character don't actually appear but his abilities are clearly established, then he can fight. This is not the case here, as he barely appeared or mentioned at all and even his abilities are vauge as hell. Hell, the only reason he's Low 2-C is because he scales above Bill Cipher due to him being the superme being of GF

Amitabha is also Low 2-C yet he's vague as heck. Annoying Dog is 2-B but we know almost nothing about him. The Entities (Minecraft) appear once throughout the entitre game and do almost nothing. All of these characters never showcase most of their abilities. Axolotl is far from the only vague character in Tier 2.

Axolotl never show any abilities, not only just a few. At least with some other Tier 2's, they actually showed some of their abilities, or are barely used in VS matches. Axolotl on the other hand, showed literally nothing combat applicable but still got like 3 losses on his profile.

There isn't much to debate when you know absolutely nothing about the character's battle techniques and/or abilities

All of the Tier 2s I listed never showcase any of their powers at all.....
