Why aren't the Fairy Heart, Space Between Time, Acnologia, or anyone else who used them arent universal?

why wouldn they be universal?

Because I'm pretty sure the Fairy Heart is stated to have Infinite Magic, and it can reset time with Neo Eclipse.

none of that is universal though

Infinite magic can just be infinite stamina or hyperbole, resetting time is time hax
