"Evil Saitama" yes it's fan made, but let's debate for the fun of it.
Let's assume that Evil Saitama power = of real Saitama.
So then let's have fun with percentages and outcome of who could defeat Evil Saitama.
Round 1 Let's assume that Saitama's best feats were only him using 1% of his power so who could defeat him?
Round 2 Let's assume that Saitama's best feats were only him using 0.1% of his power so who could defeat him?
Round 3 Let's assume that Saitama's best feats were only him using 0.(∞0)1% (it's supposed to be 0. ifnite 0s and 1%, not sure how that works) of his power so who could defeat him?

Let's assume that Evil Saitama power = of real Saitama.
According to VSBW, Saitama is At least High 6-A, likely far higher at his strongest. We don't know how much higher "far higher" is, & most of his fights have been ended effortlessly.
By this metric, Raditz ( At least 5-C ) kicks his ass, or at least, defeats him with difficulty.
So then let's have fun with percentages and outcome of who could defeat Evil Saitama.
Round 1 Let's assume that Saitama's best feats were only him using 1% of his power so who could defeat him?
A 100 times multiplier?
Peak 5-C is equal to Baseline Low 5-B, & Low 5-B has a High-End to Low-End Ratio of ~137x.
So anyone far enough into Low 5-B or higher beats Round 1.
Round 2 Let's assume that Saitama's best feats were only him using 0.1% of his power so who could defeat him?
Only 10 times as strong as Round 2. After Low 5-B comes Planet Level, which has a multiplier of ~45.5x, so anyone decently into 5-B still whomps him.
Round 3 Let's assume that Saitama's best feats were only him using 0.(∞0)1% (it's supposed to be 0. ifnite 0s and 1%, not sure how that works) of his power so who could defeat him?
Oh so an infinity times multiplier? I'm not sure if "Evil Saitama's" multiplier would be Countably or Uncountably Infinite (I think Countably, since it's just an Infinite Multiplier of a Finite Value.), but....

  • Universe level: Given that the universe's actual size is unknown, we do not know the amount of energy that would be required to destroy all matter within it. As such, the bare minimum value for the observable universe was calculated as a lower border instead (The PSRJ0348+0432 was used as a base). Any greater finite number is also included within this tier, whereas countably infinite numbers are included under High Universe level.
Anyone High 3-A or stronger beats him. From there, tiering gets complicated.

He still can't beat Goku, though.
