Where did the Relativistic for the series before six path madara come from?

I'm trying to find where the information for relativistic came from but all I keep getting is circular stuff. One guy dodged lariat, one moved across mountains in a short amount of time, one fought this guy who fought that guy. It keeps going into circles without saying where the information is actually coming from and confuses me. No calcs, statements, or any form of context is given that I can find.

The lariat was accepted as being near-light speed and a calc was made for Kisame who reacted to it. It scales from there.

In the anime Kakashi runs towards a thundercloud then it cuts to the lightning being chopped in half. For all we know we could've just put his arm forward and let the lightning hit him.
