What's the formula for finding KE from something like a manga panel?

There's no such formula. You should get the numbers based on pixel scaling, RL comparisons (like the fastest bat swing dated to get speed or fastest ball thrown, etc.) or statements.

Never go with the supposed speed of the character unless it's found with a calc.

For example: "A" can throw baseballs at 100km/h. You use the regular KE with that speed and mass of a baseball.

Common question: If "A" belongs to a verse with Hypersonic speeds, so why can't I use the baseline Hypersonic speed to add to the formula?

That's calc stacking. Using numbers that ain't set in stone doesn't work because authors don't usually know what are they doing with their characters.

You can, though, use another speed if, for example, the projectile travelled certain distance in a certain amount of time. So you calc that speed and you can get KE from that very same calc. You can't apply that logic to two different feats even if it's essentially the same (throwing a ball).

You can also apply this if there's a statement regarding the speed: "The ball is travelling at Mach 3!!" You calc the KE using Mach 3 as the speed.

It's a little hard with comic/manga since it's not usually the case to have a huge amount of details around the feat, but it can be done if it meets the criteria.
