Shockwave manipulation more likely, and hard to quantify. But if we absolutely have to give it a tier then I believe it's possibly around 9-A/8-C?
Although if the shockwave damaged the buildings and stuff, then it could be much higher

Correct me if I'm wrong, but shockwaves can travel 1 km but be so weak they are negligible and can also travel 1 km but be really destructive so it depends on how damaging the shockwave is after 1 km.
