what is the durability level needed for a character to survive being shot?

In the comment sectio Lina talks about it and says Wall Level to withstand bullets, but not be immune. And the comment below says Wall Level+ to Small Building level for some.

If you mean not dying, rather than withstanding, i'm pretty sure that is sometimes street level.
 
Shot by what is the major question. If you want to be totally and utterly bulletproof, 8-B gets you that. If you want to be immune to most conventional fire, you probably need 8-C or 9-A st minimum.
 
I heard Bullet penetration was actually being downgraded. It was calc'd comparing volume of a bullet to the volume of a human body, which I heard it would have been more preferable to compare volume of a bullet to a human fist. Now it's more like 9-A is the durability required to be bullet proof.

Not to mention the calc was kinda highballed using a composite bullet fired from a composite Sniper Rifle.
