What are the reasons 1-A fights are discouraged?

Is it because they either have a lack of on-panel feats, and/or they're more or less too similar in power to have a credible analysis on?

It would seem as though the majority of fights involving these type of characters typically come down to a popularity contest.

They are hard to analyse properly without very indepth knowledge, and would usually end up as popularity contests, yes.
