If I'm not mistaken, Spectre is the strongest DCAU character and for animated Marvel verse characters we have Galactus, Infinity and Eternity (so cartoons actually have characters upto 1-B) - but yeah, Kami Tenchi kind of lolstomps. Not to mention the hordes of overpowered and overhaxed Digimon

TMNT has largely featless High 2-A characters, a few possible 2-A characters and some possible High 1-C stuff.

The second strongest cartoon verse (exluding comics) is probably Adventure Time with The Cosmic Imaginatio and The Enchiridio, and a few immeasurable characters like GOLB. Doesn't hold a candle to the craziness that is Digimon tho.
