Nothing that would last, though he could incap via Fear. Also DBC can't really do any lasting damage either, via Immortality and Regen from just continuously feeding on DBC. Plus he is a Martial Artist.
 
So this can be one big inconclusive since neither is going to die, besides DBC can create some tentacles so it can likely keep Wacko from starting that never ending cycle of feeding and Regenerationn. And since speed is equalised Wacko would have some trouble dodging them (since this moonwalk tactic can also be used for dodging attacks according to notable techniques). Although DBC can't do any real damage besides that, given that Wacko has higher durability despite what I said.
 
also you got the "film version" part wrong, there is no film version of Dr. Brewer (That swarm of vines and venus flytraps is actually from the book You're Plant Food). The closet thing to a "film version" is the video game version (the key with type 3 Immortality and low-high Regenerationn)
