So Tengen may be twice as strong and durable as Hank, but do note that the feat Hank scales to was done very casually by Jesus, who his base form is able to evenly fight against. He can also get stronger the more scared, angry, or happy he gets. His MAG form upscales in strength and durability from his base form where he can cause more damage to characters who his base/people comparable to his base can’t faze, notably the MAG agents. Amping himself up with electricity would also increase his strength further, which means the gap should be much lower, if not equal due to the scaling.

Skill-wise, Tengen is an expert with wielding swords, but Hank has fought sword wielders before to the point he himself is skilled in using one. And not just swords, but also two other things his opponent lacks: guns, and hand-to-hand combat, the former of which giving Hank the range advantage as well as be useful for piercing damage. As much as Tengen’s breaths may be a problem which would make him predict Hank’s movements, Hank can simply amplify his reaction speed to kill opponents before they can react, even to the point of shooting and killing someone behind him while he isn’t looking. Hank himself is also clever in relying on strategies to beat his opponents.

Tengen is really skilled and also has the advantage in AP. His Analitycal prediction is interesting as its based on sound.
 
So, until now only Tengen had an explanation for his fighting style while Hank had nothing. The user who nominated him should make arguments for him.
 
Idk how skilled Tengen is, but Hank is able to run through facilities filled with people trained to kill him, and usually walks out just fine.

Hank also has bullet time, which can let him easily let him see tengen if they were moving as slow as a snail.

Hank's also got 2-3 resurrections with the higher powers.

Seeing what others with pretty similar ap and skill not far apart as well as apparently having 2-3 ressurections

For the sake of speeding this up, I will vote Hank.

Skill wise, he's been used to fighting tens of trained agents at once without getting hit for most of the time, especially defeating enemies who would've been able to one-shot him. The fact he can just amplify his reaction speed to kill Tengen before he can use his breath to predict his movements would make him more likely to move faster than Tengen can predict him, and he's no stranger to handling sword fighters given he's fought foes like Jesus and Tricky. And even at an AP disadvantage, as stated before, Hank has been used to fighting characters with the potential to one shot him, especially since he can just use his electricity to amp up his AP to go even with his opponents.
