Ok, let's see what we have here:

City level+ (Blast yield was 58 megatons or about 243 PJ), potentially Mountain level (The original design of the Tsar Bomba, which was designed with a Uranium-238 tamper, would have yielded an explosion of 101.5 megatons, however, it was reduced to 58 to dampen on the fallout that would result from the blast)

Ok, first off, the Tsar Bomba SHOULD be 50 megatons, but since I looked it up and the results range from that estimate to 50 and I don't wanna waste more time, I'll say that the bomb's AP should be labelled as "City level, at most City level+".

Then we have the second argument, I tried to find some but all agree that the potential power is 100 megatons, not 101.5 megatons.
