Ganon scales much above .26c . Scaling chain should be quite big, like Young Link<Onox<Twinrova<Weakened Ganon<Calamity, though I probably forgot someone. Mewtwo is >>>>>>.56, so he definitely has the speed advantage, but I wouldn't assume it's more than x2.5

AP is mostly irrelevant due to Ganon not leading with AP and regen. I don't know what this Mewtwo does.

Ganon starts with Morality Manipulation, which can corrupt an army of robots and non-corporeal beings. Not sure if Mewtwo's resistances are enough for that. He also likes to send blights.

because Mewtwo's resistance vastly upscales above Gastly, who resisted mind control that affected every pokémon on an island
