My vote's for Travis. Jack's got a bit less versatility than Travis, and Travis at his 9-B point had encountered and defeated characters who could outmatch Jack, I.E. Destroyman and Doctor Peace. Though, it could be argued that Destroyman is midgame. Jack might have the slight upper hand in combat prowess, but Travis has the advantage of pure unpredictability.
