Chopper's main problem is that his High 7-C rating last for 3 minutes. And he's condiderably above 170KT when amped, so the difference is much closer than that.

The only way where Chopper can reasonably win is if he gets pushed enough when everything else fails. His main forms ain't enough to injure the Hulk, and that Regenerationn prevents any damage from hindering it.

So Chopper will run out of time with the first Rumble Ball, doing nothing more than angering the Hulk after clashing a bit and seeing that Chopper is much more agile than him. But when the time runs out he will have to think quickly because the Hulk is mad at him and without the Rumble Ball amps he holds no chance against him.

If he survives long enough he would end up using the third Rumble Ball, going into Monster Point, where he most likely can overpower Hulk with ease, considering Sentomaru thought of him as an enemy worthy of using his giant axe, unlike Gear 2nd Luffy who is way above 280KT 3 arcs before that.

But MP is pretty much a Hulk without Regenerationn and with a constant strain on the body. He'd most likely body the Hulk, but the latter would be much more mobile and resilient. So Chopper would end up losing.

Chopper would notice that Hulk is pretty much a brainless brawler without that. He wouldn't get anything New from BP.
 
And here I was expecting Hulk to get outskilled but apparently Chopper is on a timer. Does he even have a wincon? Cuz he has ..... an agility advantage that does nothing to help him win afaik.
 
Like I said, Monster Point would most likely body Hulk. But the Regenerationn and Chopper's stamina issue would deplete him before Hulk goes down.
 
my reasoning is pretty much what calca laid out, the hulks regen mobility superior strength and the fact that chopper can only hurt him in monster form is why im going hulk, not to mention the fact that the longer the fight goes on the angrier hulk will get
