I just went and looked at the 30.91 megaton calc of Silver freezing the Eternal Flame, and out of "morbid" curiosity (and since the Eternal Flame, being Atlas Flame's essence/soul, should be comparable in heat to Atlas Flame's original fire, which is >= to X784 Natsu's fire, which can melt iron, which has a melting temperature of 1510 Celsius, or 1783.15 Kelvin), I decided against my better judgement to look at the calc and adjust the temperature of the bottom flame to be 1783.15 Kelvin. For the temperature of the top flame, I forgot to adjust it by doing 1510/1100 to adjust for the higher bottom temperature for the first one, so I did another calc, but the results don't differ too greatly.
Anyways, it didn't take too long, especially since a lot of the factors didn't change, and here's my 2 results:
Without adjusting top of flame temperature (which affected the new average somewhat): 36,449,933.6 tons of TNT (City Level)
With adjusting top of flame temperature: 37,793,699.3 tons of TNT (City Level)
So yeah, not much higher than the current value for either of them. Even if the slightly higher (and probably more accurate since it accounts for changing the temperature of the top of the flames) value was accepted, there would be no tier changes other than the Eclipse Dragons upscaling from people like Laxus (who scales to Jura, who is 8544/3825 times above Orga, who scales to the Silver Calc, so Jura and thus Laxus would scale to 84.42 megatons), since the multiplier to upscale would now be only 1.1845x, much smaller than the current 1.4x one.
