It was agreed that post cell goku is where he catches up to Garou in general skill level. Cell being a massive changing point since he was composite DBZ in skill wich scales far above Dragon Ball

General skill level as in more or less the same skill. Goku only beats Garou 6/10 in a skill fight at Super Saiyan god and can only decisively win 10/10 after using MUI due to Garou's many busted dura neg martial arts.

Why is that? I always assumed that Goku catched up with Garou during his 7 years of training in the Otherworld.

It was decided in the garou vs goku martial arts only thread. Most skill feats come from OG dragon ball, wich is still below Garou in most fields. DBZ is a barren wasteland with a few moments like Analytical prediction that can predict teleportation, as the series starts focusing less on martial arts and more on power levels.
Cell is then a huge changing point (possivly the greatest) in skill as he has the composite skill of pretty much all relevant fighters at that point in time. Wich makes the Goku who defeats him agreed to be = Garou in terms of skill. Then we reach DBS wich far outscales that and where Goku starts doing stuff like learning martial arts that take millions of years to master, predicting time skip from a super assassin, the entire ultra instinct thing and he starts overwhelming even Garou's broken dura neg martial arts that can one-shot with a graze.

(Besides isn't the Otherworld training arc like immediately post-cell?)

The Fa Jin technique straight up pulverizes bones and organs and Piccolo's regen isn't fast enough to not at the very least be stunned by it, which against Garou means getting hit with another devastating barrage of blows.

Hell if Garou decides to use his Karate chop he can just cut Piccolo in half too.

God's power did nothing to change his limiter, which is the system in opm that determines how strong he can get
but garou's limiter was arguably already broken by the time too, or at least it was incredibly weakened, to the point where he could probably just keep weakning it

his perfected martial art includes the abilities of several durability negating attacks, and he has his own increasing power to eventually surpass piccolo anyways
