Gonna be honest here Frank takes it. He has waaaay more of an impressive arsenal and he should be able to set up a hell of a lot in this mall considering he can weaponize everything under the sun and even make god damn laser traps in seconds.

Batman's fighting skill is impressive and they're both basically matches in intelligence, but I do believe frank is smarter and has the better weaponry in this case, including a longer range, and the lights being dimmed aren't going to help Batman when Frank's camera has night vision.

Frank takes this handily after trapping a small area around him and camping.

Honestly we should just make Frank fight a bunch of Batmen besides you know the 9-A one becuase 9-A Frank sucks.

Im planning on just putting him up against s bunch of Batman and Jokers if I can. Some are too powerful though.
