I think The Writer's power is expressed from the viewpoint of the actual comic.

He's not, actually. Being a literal writer is used more metaphorically, in-universe. Different "writers" are treated as aspects of this supreme entity, hence Animal Man's interaction with Morrison.

The Writer isn't a single writer like Morrison. It's the collective of all DC writers.
Like when Morrison tells Animal Man that he's just going to be written by somebody else. And that they might play it safe and keep him the same character, or go for the obvious shock and make him completely different.

The Writer is technically violating our Reality - Fiction Interaction rules, but we had no choice in this case, given that it is so tightly interwoven into the DC Comics structure, due to Monitor-Mind The Overvoid.
