The Writer's tier.

He's not, actually. Being a literal writer is used more metaphorically, in-universe. Different "writers" are treated as aspects of this supreme entity, hence Animal Man's interaction with Morrison.
 
The Writer isn't a single writer like Morrison. It's the collective of all DC writers.

Like when Morrison tells Animal Man that he's just going to be written by somebody else. And that they might play it safe and keep him the same character, or go for the obvious shock and make him completely different.
