The Tall Man vs Pennywise

mostly leaning towards Pennywise here. Better hax (although the tall man would be more difficult to take down with his clairvoyance) but I'm not seeing the tall man being able to do much to pennywise due to his superior regen. and just because knowing how a ability works doesn't mean you have resistance against it or are full on immune to it (Common sense) unless it is something that doesn't bypass conventional durability (I guess, idk). The only way I see the tall man winning is teleporting Pennywise to another dimension and leave him to starve (though not fully sure about that). For the clones of the tall man. Pennywise has ways of defeating him without killing him (Mainly mind manipulation and possession).
 
I'm pretty sure they're passive.

It comes from showing his true form the Deadlights which he has to manually do himself.
