The power to sink the world under the oceans and dodging a flash of light?

I looked around in blogs but didn't quite find an explanation for these two cases. What I mean in the first one, is there a calc for a character who can control all of the world's oceans and could be capable of sinking all the continents under it?

The second case, I was wondering if this feat is useable. It seems to be a burst of energy sent through the flash of light. I did read the standards for lasers and light attacks, but they mostly refer to beams or rays shot like projectiles, so I wasn't sure.

First one i have no idea, but i think you'd need a timeframe.

Second one, well it is called light and seems to be, but it exploded on contact and didn't seem like a laser, so i don't think it would qualify for actual light.

Assuming it was light, you'd need to find the distance between the thing's head and the character and find the distance they moved in the dodge animation i think.
