With what does Aquaman start with? Judging by his profile he doesn't seem to have any notable abilities.
Has Aquaman ever dealt with someone who possess precognition and can harden his skin harder than steel, in other words person in question enhances his durability via Armament Haki, which blocks any kind pierce damage and prevents the user from serious Injury.
Anyways, Jimbei should have the skill advantage here (He stalemated Luffy, who outwitted and outskilled people with over 20 years COC experience).
Also, I'm assuming that Aquaman will start with water manipulation or just straightforwardly attacking Jinbei with his weapon. Either case, match starts Jinbei dodges every single trusts from Aquaman'd spear, then delivers a powerful fishman karate the moment he sees an opening. Aquaman backs down after realizing that close combat is a big no no and starts attacking Jinbei with water, unbeknownst to him, water amps Jinbei's strength.
Even if Aquaman were to prolong the fight, Jinbei's superior stamina allows him to keep fighting longer than him.
Therefore, I'm voting Jinbei.

While Aquaman is High 6-C and Jinbe is ony 6-C (Should honestly be 6-A IMO), Jinbe can easily close the gap by being angry. Plus, Fish-Man Karate has Dura Neg to some extent via vibrations.
