Goku said SSjin Gotenks (before he trained in the HTC) would be stronger than him, and additionally stated Gotenks would definitely beat Fat Boo thrice.
This was never contradicted.
Gotenks then came out, and Piccolo, who heard Goku saying that, said Gotenks "really was" absolutely incredible, implying he already had some kind of expectation. Since Goku told him Gotenks would be stronger than himself, he was expecting Gotenks to be even stronger than SSjin3 Goku. So Piccolo is basically making a "SSjin Gotenks > Goku statement".
SSjin 3 Goku is slightly superior, or at least equal to Kid Boo.
SSjin Gotenks couldn't even touch Super Boo, even after he went into the HTC .
The result is rather obvious.

Additionally, Goku said he was absolutely no match for Super Boo, and that he needed to fuse with Vegeta to even think of winning.
This didn't happen with Kid Boo.

Dang, wasnt it stated that kid buu got stronger though? i thought that the kioshin weakened kid buu

Only the Boo with South Kaioshin absorbed was stated to have gotten stronger. Boo then reverted to his Kid form, and Goku said this:
Chapter: 508 (DBZ 314), P3.4-6
Context: after Boo reverts to his pure form
Goku: "…"
Vegeta: "……Heh…Heheheh…Look! He's shrunk down quite a bit!"
Goku: "We did it! This way, we might be able to manage something."
Which clearly implies Boo got weaker.
