From what I can tell from the profiles, the lowest level of this Hierarchy is High 1-A from being above a 1-A+ Hierarchy of Stories, that High 1-A Hierarchy has Infinite Layers with this at the top, with it being what Plot Manips Gilgamesh.

I mean from what I'm reading, it seems the Cetacean Hierarchy is also infinitely transcendental with each layer so yes, I think it makes sense for Hadou Gods to lose to a bunch of whales.
