According to Top 5 Strongest Characters For Every Tier, DnD characters seems to stand at the top.
I don't know shit about DnD, but from what I heard, they are unfathomably above baseline 2-A, and have a crap ton of hax. Though, the strongest of the 2-As in DnD seems to be The Lady of Pain

Some people argue that Vecna would be above The Lady of Pain, because according to the lore he was able to not seal, but kinda “restrict” The Lady from removing him from Sigil, but that’s not necessarily true, since we don’t have any ideia of how he was able to do that

Regarding this: nah.
Vecna was boosted by the Serpent to be forced to a contest of wills against the Lady. The sole reason the Lady didn't annihilate him was because it'd take the rest of the multiverse along with him.
