I don't think Steven is the better fighter here. Legionis has demostrated high acrobatic and athletic skill on multiple occasions. Legionis is superior in combat skill to steven.

Also just want to point out that Steven is over 10x stronger here

Being able to hold off 6 Raven officers at once despite all of them being on level with him/her along with all of them having superior tech, was able to do the same against Arrow Nemesis, Arm Nemesis, Beast Nemesis, and Axe Nemesis, and was able to fight Sword Nemesis one-on-one despite being severely weakened by red matter corruption, as well as some other examples. All of these feats are done without the use of Fusion.

Well Quartz soldiers whole reason for existing are to be exceedingly skilled in ground combat, and Jasper is a superior specimen even among Them and is considered the greatest Quartz produced on Earth.

Steven is able to match Garnet who singlehandedly defeated hundreds of quartz soldiers who are made just for combat, and Steven matched and then beat Jasper who is the ultimate Quartz soldier who also kept up with and nearly beat Garnet

Well both are made to fight just that Jasper kinda sort of has more free will then the lifeless sacks of meat the clones are

But they fought like alot of these clones who are all strong as your twin fight happens at 5:00

Okay so whats stopping Steven from destroying their fusion form, core, and human forms?

Well they are far above surface destruction in base form and also Steven can't see their summons that have different uses alongside the fact they battled Noah in base form who absorbed those 6 Akira's in their fusion form into himself and his core to power himself up alongside also fuseing with their twin in base and they beat a even more powered up Noah called Noah prime all while in base form and their fusion sclaes even above that
