I think spawn should get at least possibly low 1-c along with the mother of Existence it's stated that the mother embodies higher planes of reality than the ones displayed in the spawn comics and seeing as how she embodies every concept within the infinite spawn multiverses I think it's reasonable to think she maybe that powerful

The reason why spawn is not low 1-C is because there is not enough evidence that this dimension is consistently higher, it is very vague, so they have multiversal + possibly higher
