His intelligence is currently listed as "High", which is kind of weird. But I think his intelligence should be extraordinary genius, like his post crisis and pre crisis self, especially in his rebirth key. His new 52 one has some insane feats too, but I will revise that later. But for now, rebirth should have extraordinary genius simply because he remembers all the stuff from post and pre Crisis era. Or should be at least "Likely Extraordinary Genius".

You'll need to have some scans to justify the rating. Just because one version is doesn't mean that every version of Flash is.

Yeah he should. Especially by the end of Williamson's run where he does, and also Max specially mention to remember the science of it and don't forget it.

And most writers treat his continuity/personality as if it's the same as his post crisis counterpart. So he is now practically the same character except he has the extra intelligence feats from new 52.

I think that this seems fine. After all, the Flash can think at speeds that outperform supercomputers and quickly learn the contents of entire libraries, if I remember correctly, but the latter may have been Impulse in the Post-Crisis continuity. I am not certain.
