Should the Empty Hand be made into DC's Tier 0 ?

no, I doubt that he is above the over monitor plus even the monitors themselves are capable of rewriting story on a whim

All we know is that he destroyed multiverse-2 (via that machine, forgot the name) and he is the boss of the Gentry

That pretty much definitely puts him above the over monitor & at Tier O.
 
That really doesn't put him above Over-Monitor, everything ends could just mean he will do the same to the multiverse what he did to multiverse-2

Also he and the Gentry needs the Oblivion Machine to destroy the Multiverse, that doesn't seem something an omnipotent would need

How does being the reader that is reading the comic not put him above the over monitor who is really at best only the paper on which the comic is drawn.

Furthermore, his oblivion machine seems to be similar to the paper & pencils that author characters generally use, not to mention that he has destroyed & recreated the universe without using the oblivion machine as well.
 
Not enough has been revealed about the Empty Hand in-story to give him a definitive tier, and being a symbolism for the readers is not the same thing as being the readers themselves.
 
That, plus Grant Morrison said in an interview that the Monitors symbolized writers and editors but they are still below the over monitor.
