Well in the movie we see lugia, rayquaza, and the lati twins are seen fighting dialga, palkia, and giratina. along with primal kyoge, groudon, and the tao trio. so i feel like we should but i would love some input.

well in a clash lugia, mega rayquaza, and the lati twins watched evenly with dialga, palkia and unbound hoopa.

Well, I would certainly not upgrade them until we can see the full movie.
Except for that a lot of legendary pokemons are portrayed weaker in the movies then in the game. I would certainly not upgrade the other legendaries to universe level for fighting Dialga, Giratina and Palkia. At least not as long as Dialga, Palkia or Giratina don´t show Universe Level power in the battle.
