Hibiki take this easily. He is better than Shin in almost regards, except for LS, his flames can reach up to 16K° C via cutting through steel and likely higher since we're using Armed Hibiki.

Shin's toxic skin are negged by Hibiki's resistance. If Shin somehow manage to restrain Hibiki then he can do head ripping thing but it's a low chance, given Hibiki experience of dealing with similer Makamous and flames shenanigans in this form.

Vibration claws and superior regen would be hard for Hibiki to get pass, but honestly, other than that, Hibiki takes this. He’s smarter, far more experience, more versatile and has better range options.
