Finally… after all this time… it’s finally here. Welcome to the Naruto Tier 7 Scaling Revisions!
Before we get started, big thanks to @M3X, @Wrath_Of_Itachi, @Jvando, @Rocker1189 and @Shadowbokunohero for helping out with the planning for this revision, as well as to @Damage3245 for checking over everything beforehand and offering his approval, and of course to @UchihaSlayer96 for splitting the main workload with me and creating many of the sandboxes that will display what the profiles will look like post-revision. This revision definitely wouldn’t have been possible without any of themor at the very least, it would’ve taken a hell of a lot longer
Anyways, let’s get into what you all came here for.
These are the values that the characters will be scaling to.
NOTE: Kisame’s calc is essentially just a placeholder to replace the faulty calcs currently on the profiles. We will eventually have many more calcs to use, so we won’t be scaling everyone off of that one calc.
This is the meat of the revision itself, showing what the scaling and profiles will look like, and what the verse page will look like as well.
NOTE: Please refrain from discussing scaling related to the Bijuu, or really anything Tier 6 for that matter. That will be saved for its own thread in the future.
NOTE #2: The scaling for non-canon and Boruto characters has NOT been changed from what they are now. They are only here because they scale to characters that are having their tiers changed. If their scaling needs to be changedand it probably does, it’ll be handled in a different revision.
NOTE #3: You might notice that a lot of characters have blank striking strength and durability justifications, but don’t worry about that, we’ll add in some basic “Comparable to his/her attack potency” justifications while editing the actual profiles.
This is noted in the sandbox for the scaling (and if you pay attention, you’ll see that they’re missing from the revised verse page), but these profiles are low quality and/or have scaling that is entirely baseless. Unless someone can find stuff for them, they should simply be deleted.
Let’s keep this civil, and let’s finally start fixing this verse.

Most 7-Bs scale to 30% of Kisame’s calc (9.93 megatons)
Stronger 7-Bs directly scale to or above Kisame’s calc (33.10 megatons)
High 7-As scale to Sage Naruto and Pain’s calcs (1.77 gigatons)
Most High 7-As scale to KN6’s calc (2.4 gigatons)
High 7-A+s upscale from KCM, who scales to KN6 Naruto’s calc (2.65 gigatons)

This is only the first part of a grand revision plan. Part 2 of the revision plan will be handling, ironically, the scaling of Part I.
