Assuming Pennywise's manifestation can truely use all of those abilities, which I'm not sure, Pennywise stomps.
Reality Warping, Spatial Manipulation and possession bypass her regen just fine, and Low High regen is impossible for her to bypass, as if her being able to means anything due to his Type 9 immortality from a Low 2C...

Yeah, IT seems to have way superior hax. She may be able to resist Mind Manipulation, but that's basically it, and the clown seems to have an advantage in Regen and Non-Coporeality.
