Questions about Multiple accounts

So i know Sock Puppets are banned, for obvious reasons

But are multiple accounts banned too? Like if you weren't banned and just made the accounts for another reason (Name change etc.) and the admins/mods were aware of who it was

I think that we allow creating an extra account, if whoever did so are open about it, but we also tend to ask them to choose and use only one of them. Othervise it can easily turn very confusing for people to deal with.
